I hate people who do this. Is it really that hard to start plowing into the driveway? Or at least be a decent human and push the snow across the entire road?

Judging by what you hit it’s probably the plastic shield mounted underneath the bumper (can’t find a pic but it basically covers the entire span of the bumper cover and is held in place with a few push fasteners iirc, I remember not needing tools to put it in place).
And 700 seems high, few years ago when I cracked our Mazda3's bumper (don’t ask how) I found a company on eBay that sells painted OE bumper covers for like under 400. Place had a 99.9% feedback rating, the fit and finish was good, color was right, and it was an easy swap in the garage using super-basic tools.

I don’t really care much if it’s a bit of loose snow, but anything that’s a large chunk of snow should be broken down. Looks like there's some big pieces in the road in that GIF.

Yea, that’s fine if there’s a bit of loose snow from pushing it across the road to the other side, but this guy just left the pile right in the damn road. I see this way more often than I should.
